My 98 Plymouth Breeze keeps jumping time why?

Anyone know why my plymouth breeze is jumping time? We set the timing, changed the belts and then when we turn over the key it jumps more teeth! Im so aggravated anyone know why it is doing this? Everyone I ask has no clue why it would jump time so much.
