I get aggravated when I see little kids out of car-seats. Am I wrong if I wanna call the police?

I work in a Pharmacy that also has a drive through window. It so happens that 1 out of 8 cars that drive through have adults with NO license and kids jumping over seats. I've seen several kids between the ages of 2-7ish not in a car-seat and no car-seat in the vehicle. What should I do in this situation? The police rarely have time to get to the pharmacy before I would even have a chance to make the call. I'm frustrated with all these parents that # 1 don't have a drivers license and #2 don't have there kids in car-seats!!! What happened to worrying about the safety of children?
